what to include in the I-129f pack

so far i got both letter of intent to marry, both g-325a forms, both birth certificates, proof of meeting with in two years ( letter , passport stamps and supporting evidence) her CENOMAR (certificate of no marriage), cover letter, and passport pictures of both.

I've been told that some gave a NBI clearance (a certificate proving crime were or no crimes committed) is it a requirement to have.?

All of that is not needed when filing the I-129F petition. Some of that is for the interview(and Manila specific), months down the line. Follow the guide for what is required with the I-129F: http://www.visajourney.com/content/k1guide

NBI is not yet required at the petition stage. It will be needed on the interview at the embassy. I suggest include the Birth Certificate and CENOMAR of the beneficiary.

You forgot the main thing - a check for USCIS. Everything else looks good though.

Birth certificate for your fiance is not required, but you can include it and it will be forwarded to the embassy. It's only required for you to prove your own citizenship (or a copy of your passport).
