Actually I am sure someone was recently talking about Cyprus (help, Meauxna??! :)) being rather relaxed on residency requirements, not sure of anywhere else.

Cyprus is ruled out; " novotul" a USC, described in a different post that the embassy refused them DCF in cyprus with both getting married in cyprus as visitors.

It has been done before, people have posted their experiences. I suggest google, which will cover all of the many groups where people post theri stories.

Or, take a page from the DCF Guide and do NOT rely on anything you find posted on the internet (including a current report) and have the USC in your OWN couple make the call.

These things are decided on a case by case basis.
