Can my husband visit USA during this time? Post I-130, before VISA app

We got our I-130 approved earlier this month, our case has been officially transferred to NVC and we are waiting for our information from them.

Since I am residing in Canada with my hubby, we wanted to take a day trip to the states and get a few things settled (I need to open a bank account, etc to begin proving my domicile since I don't live there at the moment)

USCIS told me to call NVC, and NVC told me to call USCIS! My blood is boiling. I am assuming it's ok for him to travel there, but I don't want to take my chances if it's going to mess anything up with the VISA process.

Does anybody know this for sure?

I go every other weekend.

I haven't needed any proof of my ties to Canada but the advice is to bring things with you to prove you'll be coming back to Canada. You have to make sure the officer knows you are just visiting and not trying to move. Pay stubs, lease etc that show you still have ties to Canada.

Like I said though, I've never had to show anything and have only been asked 2 times since October if I've made my application to move yet. But never asked for any evidence.

Some people suggest bringing your NOA2 with you as well.

Heck I'm in the USA right now. Just came down for a visit for 9 days. I always bring a letter from my employer, pay stubs, and proof that I have a place to live. I've never been asked for it but better safe than sorry. They ask a few more questions than normal like when we were married and what I do in Canada and how we met but never have actually asked for my proof. I did get my first stamp in my new married name passport this time. Soo exciting! LOL!!

I would call the embassy to get a definitive answer. In my case, the Japanese embassy in NYC and the American embassy in Tokyo both said my wife can travel to the US during the CR-1 process as long as she shows proof that she intends to return to Japan, such as a round trip ticket.

First of all, you have been calling the wrong agencies, USCIS and the NVC are not involved in border crossing procedures whatsoever. The agency to call is US Customs and Border Protection (CBP) since that is the agency that you actually deal with when crossing the border.

Visting during the process is permissible, however, there is no guarantee that the beneficiary of a pending immigrant visa petition will actually be permitted in.
