how many days prior to expiry of Conditional GC, can one apply for removal of conditions

HI,

my expiry date is 4/14/2013 for my conditional GC. From what i've been hearing, Vermont center is behind by 7 to 8 months for removal of conditions or I751 processing so my file wont get processed until Nov 2013. Due to financial reasons, i wanted to apply 03/01/2013, instead of 01/14/2013. so, wanted to get your opinion on this.

Anytime within the 90 days before expiration is appropriate.

The range is 1 to 90 days.
