The consular officer has to be comfortable that a sponsor will honor their promise and put up the cash in the event that the visa applicant needs it. A close family member living in the same town may be felt to be more reliable than an old college buddy living on the opposite coast.

So the answer is 'maybe'.

Anyone can be your co-sponsor as long as they're a USC and have enough finances to qualify... but the consulate may query it if they think that the person doesn't have enough of a tie to you to follow through - you can't just get some guy walking down the street to sign the paperwork for you.
