The form is incorrectly formatted, but you do indicate the city of the Embassy or Consulate for a visa case. Really. Take it to the bank.

You joined here a few months ago. As you might notice some of us have been here a few years. Until you came along arguing this last week, it has been common practice to do as I've indicated. It works every time it's tried. However, doing it the wrong way you suggest will also work, because NVC ignores this section and assigns the case to the Consulate based on the beneficiary's stated address, no matter which Consulate or Embassy is indicated in #22.

Facts are cheap...knowing how to use them is precious...

I'm not sure what you want me to tell you; doing it wrong for a long time is still doing it wrong.

If you can come up with an official source for filling it in that way then I will certainly acquiesce; however, until that point you are giving out information that runs contrary to the instructions given in the form itself.

Opinions vary but as I explained, it doesn't matter what you put there, if anything. If adjusting status, the case will go to the office that serves the address of record. If pursuing a visa, the case will go to the Consular IV unit that serves the foreigner's address of record for the applicable visa category. The example forms here were not pulled from thin air.
