USCIS and the consulates are getting more mercenary about this. There is NO requirement that anyone be sent an RFE. That is a courtesy and nothing more.

The more petitioners whine and cry about their petitions for a lifetime commitment taking "too long" (a time frame they would gladly wait to rent a reception hall in most localities) the more the USCIS has to work to reduce being tied up on stupid errors. If the consulate sends it back it means that someone at USCIS has to review AGAIN an invalid petition that should never have been sent to begin with and legitimate petitioners already waited in line behind once.

USCIS has taken to simply issuing denials when there is "no clear petitionable benefit" In other words, if your petition is lacking TOO much, they just deny rather than send an RFE for multiple items.

I say "Good on them". Why should we all be waiting in line for people filing petitions that are not eligible, being so ignorant as to file only an I-129f and nothing else (read the instructions! That's why they have a form AND instructions!) It mens we are waiting in line behnd people that should not even be IN the line.

This is the direct result of petitioners demanding faster service.

The USC should have known this. It should NOT be a surprise. It is a requirement. US Embassy Consul in Manila did its job.
