police clearance for countries that need a letter from embassy before issuing

hi everyone, hope somebody can shed a light on here.. im preparing for my "packet 3" (case status: case left NVC and headed to Montreal US Embassy), i wanna get things done earlier..the thing is, in order for me to get a police clearance in Singapore (where i worked for mroe than 6mos), i need to show Singapore a letter requesting the need for such. does that mean i need to wait til that packet 3 arrives? i know the police clearance will be required for the interview but can i put a check mark on the checklist when i submit the packet 3 back?

another thing, im a permanent resident of canada not a citizen, at what part do they ask my residency status here?

Probably. Can't you download packet 3 from the USEM Canada website and print that page?

im not sure if that packet 3 instructions in US Montreal website will be sufficient in requesting a police clearance in Singapore.. do people get personalized packet 3? i dont wanna waste time waiting for packet 3 for i know it will come in months (or wont even show up) esp in Montreal US embassy..=(

Humm maybe, that then you would have to wait until they send packet 3 to you.
