What?

I moved your post from the general spousal visa forum to the forum that is for questions relating to the Philippines, as your question only applies to people from that country. This way you can get better answers.

you need to attend CFO when you leave the country, but not required in getting passport..to get passport, bring birth certificate original, NBI, any other Ids, if married bring marriage certificate..when visa approved, you need to get CFO certificate.

Actually things have changed a bit in the last couple of years. back in 2009 my wife didn't need to do CFO for her passport but more recently it's been reported that if you're married to a foreigner then DFA requires CFO for passport issuance.

It's true, my wife had to do the CFO before they would issue her a new passport in her married name.
