You have to any form of IDs, if you are out of state, you are able to take driver license test, if none you have to take a permit test then you will qualify to take DL test.

I'm also from Minnesota. You are going to need something to prove your residence status. My wife used the I-94 with the K-1, our marriage license (as I am a Minnesota Resident), and her passport. I was with her and also showed my ID. This actually got her a Minnesota ID, which she then used to take the license written test. From some countries you do not need to take a written test, you can use your foreign license as your permit, and take your behind the wheel test when you're ready. If you come with a foreign license you're also good to drive for the first 60 days. As to the SSN, they don't care about your SSN in Minnesota yet. They just care about your residency status, for which your driver's license will be marked with a status check date its good for in the lower right hand corner. This can be less than the time the license is valid for, but you can update that date when you get longer green card. My wife's is currently based on her EAD date and good through January of 2012. She now has her green card so we'll stop in before that date to get the status check date changed to July of 2014. The license itself has a renewal date of July 2016, but she can't officially drive if her status date expires.

Maybe as a resident, but it won't get you an ID or drivers license. The page below gives the acceptable forms of identification for Minnesota for either an ID, permit or drivers license. Minnesota is actually pretty liberal compared to other states I've seen the requirements for.
