i read somewhere that my fiancee will need police records from where he lives. but i didnt see on the flow chart here where they will need them in submission. answer?

At the interview. Please see the step by step guide and the interview instruction sheet for your US embassy.

They are valid for 1 year so if you've already been approved I would move on getting the police records I heard that in some countries it takes a few weeks to obtain one. Good luck.

also if he lived in other countries for work, are they going to request one from that country too? or you think just home country is ok

All countries he has lived in since the age 16. For a few countries police certificates are considered unavailable.

Check this link to see the procedure for getting the clearance(s) from the countries you will need.

so if one of the countries are not avail to non residents or former, then just ignore it assuming that they "know" not all places have police records ?

Correct, if they are listed as unavailable he will not be required to get the clearance from that country. Embassies go by the table I provided in the link in my other post. You can print it out and bring it with you to your interview if you would like some documentation. You can also call your embassy to ask if they will require a police clearance from whatever country you are worried about.
