In most cases, yes. For copyright reasons it is best not to copy a full article from any sort of non-publicly owned news or media source but to post enough of it to get a gist of the contents and to include the link to the original so people can go and finish reading it there. At the absolute least a link to the original source needs to be included and the source referenced in the article.

News items from publicly owned or government resources can be copied intact but a link to the original source should be included so anyone looking for more details can check out the original source. Plus, it lends validity to the posted item. So, news or media releases, reports or other such documents from USCIS (for example) can be posted intact, while a news story from the New York Times (for example) should not be posted intact but the first few paragraphs can be posted, then the link for the rest of the item included. The source should be listed in the forum as well. We have approved full articles copied from elsewhere, however, so we too need to be better at reminding posters to follow the criteria when posting such items.

All items posted in the Immigration News forum do have to be approved by a member of the moderation team before they are posted to the site.

If this means that someone attempts to post items to that forum and they're held before they appear (pending mod approval), how long does such review tend to take? If the item doesn't pass muster, or it passes in theory but not in its attempted-to-be-posted form, what happens?

I have no dog in this fight, no man (= nothing to post there); just curious, see man. Unless I alone am missing something, maybe a brief clarification about the process or procedure could be posted in that link.

Someone posts a topic to the Immigration News forum and it depends how long it takes for a mod to check the forum to see if there are new topics waiting for approval. I generally try to check at least once a day but sometimes when I am busy and have minimal time to devote to VJ I may miss a day or two. Once I see it, I read it, check out the links and generally approve it. A number of times, however, someone has posted something that doesn't belong in this forum (an immigration inquiry, for example) so we will move it to the correct forum and notify the poster where to find it. If the item fits the category but is for some reason inappropriate, or more usually, duplicated, we just leave it invisible so it is still there but regular members can't see it.

There is a statement at the top - I believe it is a pinned topic but I don't remember for sure - about posting in the Immigration News forum already.

edited to add: ok - there is a pinned topic and I have just added one more post to it that should clarify some of your concerns.
