I just read the Part 8 obligations does that mean my sponsor has too provide me with monies above the poverty line? or does that mean if i require support from them during my process they are too help me the reason i ask is because i will have some savings already to help me along the way thanks and regards david

The sponsor and co-sponsor are there to ensure you do not become a public charge. If your fiancée's income is below the poverty line for her household, then the qualifying co-sponsor would be used to sponsor you. That doesn't mean they'll cut you a check whenever you want it, however. So, if you have savings that you plan to use once you have a visa and are living in the U.S., that's fine.

Right, the liability falls on the sponsor/cosponsor rather than government welfare.

Then, the two of you would be ineligible to file for a K-1 visa. The K-1 is a fiance/e visa specifically for engaged couples. If you married before filing, you would be required to petition for a CR-1/IR-1 spousal visa
