Just like to know if IV packet document submission is done via NVC for Pakistan or does my wife has to take the documents along with her to the embassy in Islamabad.

Also, I will be sending the AoS I-864 to NVC is this the correct address:

National Visa Center

ATTN: CMR

31 Rochester Ave. Suite 100

Portsmouth, NH 03801-2914

I am hoping to get my case number and the iin number in few days so I would like to get the ball rolling a head of time. I am following LingChe's guide. have heard lots of success stories of VJ'ers who have used it.

The correct address to send the document packages will be found on the applicable cover sheets. The address you provided is not correct for the AOS packet but is correct for the civil documents. Look at the cover sheets and copy the address exactly as you see it there.

Yes, documents are submitted to NVC, for Pakistan, just like all the other countries that are not on the Electronic Processing list.

Dude, my thoughts to you is, get the police certificates. NOW. They've made it impossibly hard to obtain them in Pakistan recently. I didn't know this because my grandmother and uncle obtained police certificates last year and it took a couple days. Now...I try for my wife and it took almost 2 weeks to get it done. Get on it now or else it will delay your application like it did mine.
