Medical examination k-1 visa

My fiance never received packet 3 for our K-1 visa from Mumbai, even though they say that they have sent it to her. She was able to download packet 3 and will be sending it in soon.

Will she have to complete the medical examination prior to sending in DS 156, DS 156K, DS 230 and the readiness statement? or can she send in DS 156 and DS 230 and then gather all the items asked for in packet 3?

Does she have to wait for an interview appointment prior to going for medical examination? If someone can shed some light on the timing and order of this process, I'd greatly appreciate it.

you need a mumbai specific answer.. any other consulate's info is meaningless
