I have one more question!!! one of the things that a US citizen has to include into the package of documents for I129F is "Letter certifying intent to marry" is there a specific form for that letter or one can simply compose it?

MichaelMisha… you can use the same letter that VJ provides! Just change the names and all that. Remember you need one from the petitioner and one from the beneficiary (so switch names on letters).

But if you don't like the VJ example, you can write it differently if you want… there's no absolute template.

This is pretty much basic. From here, you might want to browse the sample forms and there is, yes, a template that's pretty easy to edit. Edit the USCIS Office Address, date, your name and your fiance/e's name, sign it, and you are good to go!
