How to fill out I-693 when foreign parents do not know English?

Timeline

File I-130 let them wait for the Visa in Russia or whatever they live wait for the time necessary( 6 to 8 to 12 months) follow the guideline for I-130...When they get a visa( After interview in Moscow) to Immigrate to the US and once they enter the US in around a month wait they should get their Green Card on the post...and job DONE no fraud no blah..blah..blah...blah...! Everybody happy!

Ah, I see - we can only do the I-130 form now. The moment they are here we can do the I-485. So, same question applies to an extent - I assume they will have to go to a civil surgeon sometime and when does the I-693 form come to play?

Dude, I know is frustating but we are just trying to answer your question and give you some help if you take as help!

File I-130 = 5 months for approval

USCIS send case to NVC= you need to send a bunch of documents to them= follow guideline or NVC Wiki on top of the page!

NVC close your case= NVC send your case to Moscow or whatever your parents are! Moscow Embassy ask your parents to go and see a Civil Surgeon assigned by the Embassy meanwhile they should have already a Interview date to get their Visa to immigrate!

NOW if you intent to get them to the US and apply once they get there I- 130 can be sent from anywhere in the world....is when they will go for AOS and all the other forms that I'm not familiar because I'm on Consular Processing so I'm not interested in AOS.

Ah, I see - we can only do the I-130 form now. The moment they are here we can do the I-485.

Uhm - the moment they are here on an IR-5 visa - they not need any other paperwork.

I ask you again -

are you seeking to get them an Immigrant Visa or go through an Adjustment of Status?

It seems he is seeking an immigrant visa but is extremely confused about the details. As I said in my first post to this, please read the guides. The civil surgeon in Russia should be able to assist in filling the forms as they don't read/write English.

Step one is to file the I-130 for each parent. Please read the guides on how to do this as well as the steps that follow. If the immigrant visa is granted they will receive their green cards shortly after arrival, no need to file AOS. :guides:

Thanks for the clarification. What has me confused is the mention of I-485 form in the I-130 instruction steps for US citizens (statue of liberty on the cover). So, we just submit the I-130 and follow the mailings from the BCINS from there. Would it be advantageous to submit the past three tax returns with the I-130 e.g. just submit the I-864 concurrently with the I-130?

Just send what they ask you to send for your on advantage...every stage in this process will ask to send what they need just follow and read read read read as much you can that will help to understand the whole process! Don't try to jump the horses! :bonk:
