Report: 24 States Enacted 92 Abortion Restrictions In 2011

Lawmakers across the nation pursued a record number of reproductive health and rights-related provisions in 2011, a new report from the Guttmacher Institute finds, enacting 135 measures in 36 states — “an increase from the 89 enacted in 2010 and the 77 enacted in 2009.” Sixty-eight percent of the provisions — 92 in 24 states — restricted access to abortion services:

Here is a sampling of 2011 in abortion law:

– Bans:
The most high-profile state-level abortion debate of 2011 took place in Mississippi, where voters rejected the ballot initiative that would have legally defined a human embryo as a person “from the moment of fertilization,” setting the stage to ban all abortions and, potentially, most hormonal contraceptive methods in the state. Meanwhile, five states (AL, ID, IN, KS and OK) enacted provisions to ban abortion at or beyond 20 weeks’ gestation.

– Waiting Periods:
Three states adopted waiting period requirements for a woman seeking an abortion. In the most egregious of the waiting-period provisions, a new South Dakota law would have required a woman to obtain pre-abortion counseling in person at the abortion facility at least 72 hours prior to the procedure; it would also have required her to visit a state-approved crisis pregnancy center during that 72-hour interval.

– Ultrasound:
Five states adopted provisions mandating that a woman obtain an ultrasound prior to having an abortion. The two most stringent provisions were adopted in North Carolina and Texas and were immediately enjoined by federal district courts. Both of these restrictions would have required the provider to show and describe the image to the woman.

– Insurance Coverage:
Kansas, Nebraska, Oklahoma and Utah adopted provisions prohibiting all insurance policies in the state from covering abortion except in cases of life endangerment; they all permit individuals to purchase additional coverage at their own expense. These new restrictions bring to eight the number of states limiting abortion coverage in all private insurance plans.

– Clinic Regulations:
Four states enacted provisions directing the state department of health to issue regulations governing facilities and physicians’ offices that provide abortion services. A new provision in Virginia requires a facility providing at least five abortions per month to meet the requirements for a hospital in the state. New requirements in Kansas, Pennsylvania and Utah direct the health agency to develop standards for abortion providers.

Nine states also passed laws making it harder to avoid pregnancy in the first place. Florida, Georgia, Michigan, Minnesota, Washington, Wisconsin, Montana, New Hampshire, and Texas reduced funding for family planning programs, with the Lone Star State reducing its reproductive health budget by as much as 66 percent. Indiana, Colorado, Ohio, North Carolina Texas and Wisconsin, meanwhile, “moved to disqualify or otherwise bar certain types of providers from the receipt of family planning funds” and “New Hampshire decided not to renew its contract through which the Planned Parenthood affiliate in the state received Title X funds.”

Danno let's not be dishonest here. You're against gay marriage and believe children raised by gay couples suffer a cruel fate since their 'parents' are so different. Yet you want unwanted children to be forced to be born to parents who don't want them. Do you think unwanted children receive quality upbringings?

All of your positions on these matters stem from your religious point of view. You know, the belief system that defies logic since faith itself is predicated on belief in that which can't be proved otherwise it wouldn't be faith it would be knowledge.

We have discussed faith based legislation over and over again. While you are correct religious beliefs do guide/generate/inspire certain legislation, you fail to see why it shouldn't.

- You see anti-abortion as being about religion, it may be fore some people but there are many who are not religious and feel that it cheapens life to destroy it for no real compelling reason,

I simply claim, there is a shortage of babies available for adoption and so people (americans) are combing the world in search of them.

You said there is a mass shortage of babies, try writing what you mean some time. The fact people adopt babies and sometimes pay a high price is not indicative of a baby shortage, there are a ton of children waiting to be adopted.

Yes there are too many older children waiting to be adopted and even too many Old folks living all alone, but the subject here is"unwanted babies", in this case there are no shortage of adoptees waiting.

You'd think those on the left who have been so helpful in the recycling of "Pepsi cans" and milk-jugs would also see the value in unwanted children.

-We are discussing the situation and the legality of abortion in this country.. not on a world-wide level, if another country has too many babies and too much water or swamp, what does that have to do with us?

Fact is, some claim the unborn in this country are "unwanted" and that is just not true, in fact the opposite is true.

- The sad reality that in a decomposing society, you do end up with high numbers of orphans, as the family unit becomes more fractured. But this reality has little connection to Abortion law.

Look the truth is 90% of us are Pro-life, very few people would condone the destruction (killing) of a fetus at nine months for no compelling reason.

So 90% want the law to offer protection at some-point.... we just differ on where the line is drawn.

I suppose the same could be said about 90% of the people being "pro-abortion" ...very few people could not find some circumstance where termination of life in the womb is regretful but acceptable.

We simply haggle via law, what the people want or will accept.

These new Abortion laws are the fruit of what many want..... it's democracy, live it.... love it. :thumbs:

They weren't previously doing this? :blink: At my first OB appointment for all 3 of my pregnancies, I was scheduled for an ultrasound for "dating" purposes. Basically to find out more accurately how far along I was and what my due date was in all 3 cases.

Isn't this important info to know if a physician is going to provide an abortion? :wacko:

I also don't think the counseling sessions are out of line, as many may not know exactly what they're getting themselves into. Trying to influence the patient one way or the other is wrong, but giving them information is fine IMO. I mean, a friend of mine had to undergo psych counseling & pre-bariatric surgery counseling and she was just getting the lap band put on. I think it would be acceptable to at least have one meeting with the patient and explain the positives, negatives, side effects, etc.
