Why do the time from NOA1 to 2 differ so much from case to case?

Hi everyone!

We sent in our I129-F on the 10th of August and got our NOA1 just days after that. Just like everyone else here we're anxiously awaiting the day when our NOA2 arrives and as many others it's easy to end up checking both visa journey and UCSIS case status every single day for an update. Doing this I've started to note that there very large differences in how long it takes for people to receive their NOA2. Right now for example Vermont (where we are filing) are approving applications that they received in September even if we, and I guess many more out there, sent their things in earlier. Does anyone know how this work? I've read something about that it depends on how fast the particular officer works that gets your case but I have a hard time imagining that such a factor would count for a month or more earlier or later.

It's easy to get nervous and start thinking about how the process works to be able to calculate the approximate date of NOA2 when you see so many later filers getting approved. Although I start to suspect that this is pointless and the only thing you can do is keep on waiting and hoping:).

Regardless I would be thankful to hear from anyway who knows anything about this or has just thought about the same things.

Here is the email I received when I got the NOA2:

July 13, 2012: NOA received via email & text

July 16, 2012: Checked cashed

July 19, 2012: Received hard copy Form I-797C in the mail

July 21, 2012: Biometrics letter arrived by mail

July 31, 2012: AOS trransferred to CSC

Aug. 07, 2012: Biometrics completed

There are dozens and dozens of threads in which the "mystery" is discussed. It's very easy to get stressed. Our petition was one of the last from our month to be approved. It had been gathering dust on a transfer station at the CSC, and I got it shaken loose thanks to a kindly Immigration Officer with whom I spoke.

I didn't check on AOS/AP/EAD many times at all, and they were approved in timely fashion. I didn't check ROC at all, and it was approved in rather timely fashion. Funny how resuming our dealings with USCIS became a blessed relief after we were so thoroughly hosed at the consulate.

Keep the faith, si man. :)

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
