I am very sorry not to complete my earlier notes due to some reasons.

We should divide the total visa i.e. 226000 in to category wise as well as country wise.

Do you mean equally? That would mean a little over 1000 visas total for each country in all categories. Many countries won't come close to using their allotment. In many other countries, especially heavily populated countries, it will be virtually impossible to get a visa. In India, for example, the wait would increase to more than 100 years for every visa category.

The system, as it's designed now, is overly complex. This is because it tries to simultaneously be fair and humane. F2's are initially allotted nearly half of the available visa numbers, and they inherit any unused F1 visa numbers. Congress thought there was a more urgent need to reunite LPR's with their spouses and minor children then there was to reunite US citizens with their adult married sons and daughters or siblings. I personally agree with this.
