Hello everyone, I'm planning to attend the PDOS/CFO seminar next week and this question goes out to Filipinas with Filipino spouses. From what I understand, there are certain types of seminars, depending on which category you fall. The Guidance and Counselling seminar is meant for fiance/spouses of foreign nationals. Since my husband is Filipino by nationality, I don't think I fit in that category. I'm not quite sure so please enlighten me. Thank you!

I don't understand, you are going to acquire US Spousal Visa so technically you have a foreign spouse even if he's Filipino at birth.

I'm actually having doubts about how I understand it all, but I was thinking, my husband is indeed US citizen, but still a Filipino by nationality. Also, he's using dual citizenship. So I'm really confused and all. thank you for the time..!

The reason I'm verifying is that they need a whole lot more documents if I attend the Guidance and Counselling Program, and from the site of SMEF-COW, it says there under required doucuments... "Other documents as may be required by the counselors;" pretty informative huh? And from previous testimonies, sometimes, applicants are asked to return the next day because of lack of supporting documents. I'm wondering why do they need so much evidences anyway, it's not like they have a say whether you may or may not have a visa right? The whole seminar is quite informative as testified by those who went, but why is it too costly? Why do minors have to register even when they are exempted from the seminar? That's right, another way to fish money out of our wallets... pshhh... Sorry I guess I'm ranting right now I better shush up...

05/10/12 - Spouse's DS-3032 accepted; minor child's rejected = had petitioner call NVC = received verbal acceptance from operator

I'm wondering why do they need so much evidences anyway, it's not like they have a say whether you may or may not have a visa right?

No, they don't. But without the sticker whatever in your passport/visa (not sure which one), they won't let you out of the country, supposedly.

You DO need it.

"As a Filipino emigrant, or those who have been granted an immigrant-class visa, you are required by the Philippine Government by virtue of Article 19 of Presidential Decree No. 442, , to register with the Commission on Filipinos Overseas before leaving the country to settle in a foreign land. An emigrant who has properly registered with the commission will have in his passport the CFO sticker which will be inspected by the Bureau of Immigration upon departure."

I guess I'll just have to go where they hold the seminars and ask them there. So I guess attending the PDOS the day before flight is out of the question.

It doesn't really matter whether your husband is a dual citizen or not. You applied for an immigrant visa, right? The IR1/CR1? All of us who will be using an immigrant visa to enter the States will need to attend the CFO seminar.

Yes, my question was, do I have to get the Guidance and Counselling Certificate... This is what I know, spouses of foreign nationals need to go to the Guidance and counselling seminar.

"As Filipinos going abroad as fiancé(e)s, spouses or other partners of foreign nationals, you are required to attend the CFO's guidance and counseling session in order to secure the Guidance and Counseling Certificate (GCC) and the CFO sticker." http://cfo.gov.ph/index.php?option=com_content&view=article&id=1348:fiancee-spouses-and-other-partners-of-foreign-nationals&catid=140

And Emigrants attend the PDOS.

Anyway, I verified with my cousin, who's husband is a Filipino, she didn't need to go to the PDOS/Guidance and Counselling for spouses. Just the one for emigrants. Again, I'm saying I dont want to attend the Guidance and counselling because of the unnecessary one on one interview.

Either seminar, you get the required sticker before you're allowed to board your plane.

Hello i am planning to have my cfo seminar this coming june 27 at Clark pampanga. But im confused about the program i should attend. I am an immigrant visa holder under F2a category ( spouse visa). My husband is not yet a us citizen but a permanent resident yet. Is it the gcp or the pdos that i should attend? What are the requirements i need to bring? PLs help with these matter.. Thank you

being your husband is not a USC you attend PDOS.    You must be in possession of your passport with visa before you can attend.
