Timeline

Technically for medical insurance, my wife's name is listed under "Dependents" category on my UnitedHealthcare card.

Likewise for auto insurance, she definitely "depends" on me for that perk. I list her name and her car in Miami directly on my policy, I am footing the bill for her.

OTOH for tax purposes, you are correct. A spouse is not a dependent. An exemption but we file separate returns. Exemptions for non-resident alien/spouse are allowed under specific conditions.

The dependants is interesting.. On my husbands (since he gets it through his work) I'm simply listed as his spouse. He is the "subscriber". I will admit I'm a little... intrigued that you say you are "footing the bill" for her insurance, and refer to it as a perk.. My husband has me on "his" policy I suppose but it's OUR policy, it's joint names. It's not a PERK, we're married, that's just how it is. He also wouldn't say he's "footing the bill" for anything. We're a couple and yes he pays the majority of the bills but your phrasing is very detached and sounds like a contract, not a relationship. My husband says he supports his family, not "footing the bill" like it's a chore and I'm just a ball-and-chain draining his money :S

Could just be that you're unemotive and actually mean nothing of how it reads to me, just saying it looks that way to me and maybe that's one of the reasons USCIS is questioning it.. maybe it's not just your "fiery Latina" that was the issue.. maybe they too noticed your interesting way of wording things. I'm not being mean, just pointing out that maybe you should also look at how you carry yourself in the interview.
