file I-130 from scrath

I filed my I-130 back in November and so far, I got the first NOA1 and case still under background check for the last 5 months. Every time I call USCIS the keep telling me that case is still pending.

I am moving to the east coast next month and I am just wondering if I can resubmit my petition (from scrath) to Vermont or Texas office ? FYI, I sent my I-130 to California's office

Actually, your I-130 would have gone to the lockbox in Chicago (even if you mailed it directly to the service center, it would have been forwarded there). No petition is sent directly to a service center, they are routed to service centers from the lockbox. Only California and Vermont adjudicate I-130's (not counting that CSC to TSC fiasco last year).

When you move, all you need to do is inform USCIS of your new address, you do not need to resubmit the petition.
