Can I apply for a travel document for my spouse, who needs to go to the doctor? He does not qualify for a visa because he was denied. They say he could not prove ties to his home country strong enough to warrant issuance of a visa.

To be more clear...Are you asking if you can apply for a visa for your husband to come to the US for medical treatment?

Medical treatment falls under a B-2 which he would have to apply for. If he was denied once before this would prove difficult I think.

What type of Visa was he denied for? As Operator posted. A B2 is the correct visa for a medical visit, but because he is married to you it will be excedingly difficult to get any type of non-immigrant visa. Have you already filed for the CR-1/IR-1? If so it might be possible to get an expidite on medical grounds. If you haven't started the process yet then you may want to look at hospitals in Costa Rica for one. There is a booming medical tourism industry there with everything from cosmetic to dental to orthopedic surgery. The hospitals are JCI accredited.

I want him to come here so, I can put him on my health insurance. He was denied for a vacation visa.
