There's a lot more to send in the IV package than just the DS-230!

-barcoded coversheet from payment portal

-cover letter (optional)

-2 passport-style pictures of beneficiary (with full name, date of birth, and case number written on the back of both)

-photocopy of bio-data page of beneficiary's passport

-original/certified copy of beneficiary's birth certificate (plus a photocopy)

-original police certificate of beneficiary (plus a photocopy)

Now, I know with IR-1/CR-1 applicants you also have to include a marriage certificate since it's a spousal visa, but I'm guessing that's not needed in your case since you mentioned you're petitioning for your mother. There might be other requirements for parental visas, but I don't know for sure. But you definitely need the above that I listed.

Just checked http://travel.state.gov/visa/immigrants/info/info_3195.html and it says for IR-5 cases, the petitioner must also include (in the IV package) their original/certified copy of their birth certificate (plus a photocopy) as well as any marriage certificates (if married, now or before.)

You only send the IV package after the IV bill appears as PAID in the payment portal. And the IV bill will only appear after the DS-3032 has been accepted by NVC.

The IV packet includes everything I listed above.

Please read the guides to familiarize yourself with the NVC process.
