Affidavits from people affirming the validity of your marriage are optional, and are used by people with thin proof of ongoing relationship. But yes your bother-in-law can do that.

yes he sure can! you can have anyone you choose, as long as they know about you, your wife, and can say that they know about your relationship.

As for me, when i did my AOS - i had my USC husbands Uncle and also his daughter. And now for ROC - we had a family friend and my USC husbands Ex-Wife !!!

i think its great to balance it out - one from family, one from friend! but again, doesnt matter who, as long as they know ya'll.

Again you don't need affidavits, they are optional. Unless your evidence of sharing and living your life together is very thin. Most couples with legit relationship has solid proof of ongoing relationship doesn't bother with them. We never used these and approved. If your relationship with your Spouse is real, you shouldn't need someone else to affirm that to USCIS.
