Just got a text yesterday and confirm approval. NOA2 should be on the way within days. I know it will be at least 6-7 weeks from now until the US embassy sends out package 3 to my fiance.

When where or who do i send my i-134 to? and do i need to send my 3 years tax document too?

You send all of those to your fiance: he/she will need to take that to the interview

hey u send it to your fiance to put it in package 3 ...i don't know how much years i want know that too some people said recent year only & some says 2 or 3 year !!!!!!!

You'll send the completed I-134 (along with any/all necessary supporting documents) to your fiance.

When? If it were me, I'd send it sooner rather than later and as I got closer to the actual interview date, I might send an updated pay-stub or two (just to show I was still gainfully employed at the place listed on the form).

The K-1 Flowchart gives folks a pretty good idea of what to expect and about when to expect it - you're on about Step 5/6.

Also, the K-1 Guide, specifically the section "What to send to your fiance(e) once the I-129F is approved (Receive NOA2): " will be helpful to you as well.

Since you're going through Cambodia - and the fact that this isn't your first go around - you might want to go through the Embassy sections here on VJ (both the information and reviews section).
