Depends entirely on what consulate you use. There is a very small list of consulates where it is required and another list that are optional. There is also a pilot electronic forms program that applies to a different set of consulates. Where will your SO be interviewing?

You will be able to use EP (Electronic Processing) once your case reaches the NVC if you chose to do so.

For the initial submission to USCIS, you still have to fill out the I-130 and submit it along with the supporting documents on paper.

Time at the NVC can be as little as weeks or as long as a few months. I've seen posts going both ways on that.

An advantage to EP is the transfer of the file to the Consulate is instantaneous, no waiting on shipping or having the file sit in a warehouse once it arrives over there.

Look at a timeframe of 1-2 months from the time the Consulate receives the file to when an interview will be scheduled.

You are confusing petition and visa application. The petition is submitted on paper. Once the petition is approved, if you opt in for electronic processing through NVC and manage it efficiently, you can make it through NVC in 6 to 8 weeks. Then, the interview will be scheduled for usually 6 to 8 weeks after NVC case complete.

OK, so you've got plenty of time to learn about that. For now, you'll be filing a petition by mail, on paper. Study the CR1 guide for that and then the instructions for the I-130.

Start gathering evidence for bonifide marriage and take photos of the wedding and with you and your future wife's family together! You should submit this with your I-130 petition.

We will be going to a professional photo studio so we can take high quality wedding pictures for more than just evidence, but also I hope hundreds of pictures with the digital camera. A picture says a thousand words so we also have a thousand pages of chat, and a thousand hours of skype/yahoo voice/yahoo video chat. I save everything I can, every receipt of every letter and package I've sent, and invoices of wedding bands. I even saved my receipts from books I checked out at the library about China. The biggest problem I was running into was exactly what do I need from her and for her to sign and information about the EP.

What you need from her will be found in the I-130 instructions. Careful study of those instructions will be critical to your success. EP is much later. Also, you will want to select examples from the photos and pages of chats. If you overdo it, with either, nobody will look at much or any of it and what they do look at will not be under your control. A few examples will accomplish the needed front-loading of the petition.
