My fiance is Filipina, we already filed our i-129f petition and are just waiting. I was reading that she may need a Certificate Of No Marriage from the Filipines for the interview, is this still true if she doesnt even live in the Philippines, will she really need one for her interview at the U.S embassy in Jamaica. Just FYI she works and lives in the Cayman Islands thats why her her interview will be in Jamaica.

I beleive CENOMAR is only needed if interviewed in Manilla.

However if and when you do get married I believe you should register the marriage with the Philippines government.

I am also living and working outside the Philippines but I have my CENOMAR with me, just in case they will ask this document during the interview. I ordered it online (https://www.ecensus.com.ph/Secure/frmIndex.asp). Then she can ask her friends or family to send it by courier to where she is currently residing. Hope this helps. :)
