K1 Packet 3 Lost in the Mail, What can I do?

Timeline

I filed K1 Fiance visa for my fiance. It was approved on Dec 10 and sent to New Delhi on Dec 16. US Embassy in New Delhi sent Packet 3 to my Fiance in the end of Dec but she never got it. I have been trying to contact US Embassy in Delhi but they do not talk to me and give a number for a call center. I call the call center and they say they cannot check any records for me as they do not have access to the database and tell me to email at infousdelhi@vfshelpline.com

I emailed them and they are taking way to long to respond and check on the inquiry. I am afraid the petition is going to expire. Expiration is in the beginning of April. What can I do?

I looked up Packet 3 for New Delhi's consulate, and found this:

It seems to tell you everything you will need to do and you can do it without the hard copy of Packet 3.

For the forms that it requires, simply download them from the USCIS website.

Just send DS-230 part-1 and Applicant's statement( signed and scan) attached in an email to infousdelhi@vfshelpline.com with the subject line Packet-3 for Fiancee visa. After three days they will send an acceptance email to you.

I received Packet-3 after my interview; Delhi is LAZY.
