But ... the evil corporations don't want the fence, or any other kind of border control, because they want the continued supply of cheap labor.

If the fence costs $4m per mile, when it should cost $1m, or less, then it's the Contract Manager (whichever department that might be) that needs looking into. Either they aren't using due diligence, or there's something shifty going on.
