He tells me that if he prints them normaly they come bigger than the page, so it cuts out things in the form.

And if he chooses "fit to page", they come out smaller, like framed or something.

Ok, so he sent me a picture of the form (I-129F) and seems fine to me, I don´t think it has to fill up the whole page, right? (please see image)

There is normally a margin around the outside perimeter of the page, but that looks like just a tad more margin than normal. I suspect the bar code at the bottom of the page would be outside the area his printer is capable of printing if he tries to print it full size. This is not unusual for an ink jet printer. Many of them need more margin at the bottom so that they'll have something to hold onto while they are printing the end of the page.

I don't think you'll have any problem with the forms printed like that. If you're concerned at all then take them to a Kinko's and have them printed on a laser printer. Most laser printers can deposit toner right up to the edge of the page.
