The DS-160 requires a digital passport style photograph to be uploaded. We are having trouble scanning the photo. Does this form get electronically submitted, or is it filled out online, printed off and sent in with the rest of packet 3? Why cant we just print off the completed form and attach the photo by hand?

Because that is the DS-156 which is filled out on-line, printed so the barcode is added and then submitted--two copies. The DS-160 is the new and improved method  where it is submitted via the internet. Isn't technology wonderful? Not sure which type of visa your have applied for, but the K-1 visa uses the old DS-156 not the DS-160. The IR/CR1 does use the DS-160. Sorry I cannot give you any helpful advice on scanning as we filed for the K-1 and had to use the DS-156. Sounds like it is much easier.

Good luck.
