What Visa for my sister?

I would like to petition my sister back in philippines, I am a 2 yeard green card holder. My questions are:

1. Can i petition now my sister even if i am just a 2 year green card holder?

2. In case i cannot petition my sister, can my husband petition my sister?

3. In case what kind of visa we will apply for her? Aside from tourist visa.

4. What would be the requirements.

Does anyone who had gone through this kind of petition? Please share some of your info please,,thank you very much in advance.

Timeline

As an LPR you cannot petition for your sister, you must wait until you become a citizen. Your husband cannot petition for her as in-laws do not count.

After you become a citizen you would file for a family based visa, category F4 and currently the wait time for the Philippines is 20 years.
