My husband's petition denied in Athens

i filed an I-130 petition for my husband on March 24,2010 at the American Embassy in Jerusalem. On April 7, 2010 I traveled to the U.S. to have my baby. On June 15, 2010 my husband contacted me about receiving an intent to deny letter from the American Embassy, Athens stating we must respond with in 30 days of the date of the letter which was May 21,2010. The reason for the intent to deny the petition was that the records indicate that my spouse and I are first cousins and that such marriages are illegal in the state of Indiana which is where we intend to live.

I have written an email to the embassy in Athens and stated that I received the letter on June 16th, and did not receive a reply. After that I have sent another email on June 18th with an attached letter from the Indiana Muslim Community Leadr's stating that such marriages are permitted in our religion of Islam and yet common in the Middle East. I had such a short notice because I received the letter just about 5 days before it was 30 days over the notice they have sent. I tried my best to get supporting Info in such a short period of time. The embassy did not reply back to me until June 23 telling me to mail them the letter that I have attached previously in the email. I went and mailed them that letter from the U.S. and the letter was delivered on June 30, 2010.

After I mailed that letter, I seeked advice from my attorney and he advised me that such marriges are legal in the state of Indiana. He wrote a letter on my behalf and enclosed a copy of the most recent Indiana Court of Appeals decision which supports my marriage is legal in Indiana and in The Court of Appeals case that he enclosed, involves such a state. And Indiana recognizes other jurisdictions proceedings. As the court says in the Mason case (that was enclosed), unless there is an Indiana Statute, which specifically states that Indiana will not recognize such marriage, such marriage is legal. As soon as I was notified by this information I mailed that letter to the American Embassy in Athens and the letter was received on July 6, 2010.

On July 9, 2010 I emailed them to confirm the receipt of my letters as they confirmed the receipt of both of my letters they have denied the I-130 petition on June 24, 2010. I mailed the evidences as soon as they let me know they needed that letter to be mailed on June 23, they have denied the petition just one day after they sent me a notice to mail them the letter I have attached.

I have provided sufficent information that my marriage is in fact recognized in the state of Indiana as long as the marriage was legal where it occured and it occured in Palestine where such marriages are legal and that this information was overlooked. It appears that they did not give me the extension that I needed to support the grounds of my case and did not re-evaluate my case after I sent them the letter from my attorney supporting my case. I feel soo depressed over this situation and today I have gotton in contact with people to forward my case to the senators and congressman of my district. If possible anyone that has any kind of helping information please let me know what's next.
