IF you are not married, file a new I-129F petition for K-1 visa

If you are married, file a new I-130 petition for a CR-1 visa.

Forget the K-3, for now - it's just not an option anymore.

Good Luck !

I think you probably misunderstood the letter. They don't reaffirm your petition and simultaneously close the petition because it's validity has expired. In all likelihood, the letter you got probably said they have administratively closed the petition because it's validity had expired, and you're free to file a new petition.

Judging from the comments in your timeline, they sent it back because your fiance didn't have enough proof of relationship at the interview. I think that's a pretty common excuse at Casa. Whether you decide to marry and file a CR1, or stay unmarried for now and file another K1 is really your choice. Before you do either, you should probably make another trip or two and collect more evidence of your relationship. Generally, the odds improve at the second interview.
