Canadian passport while in the US?

I have looked on the Canadian passport website and I can apply to change my name in my passport "out of the country" for a little bit higher of a fee. They're asking for actual documents such as my original birth certificate, old passport and something else.

Has anyone else done this?

How long did it take you to receive it back?

I'm looking to mail it out mid-April and in early July we'll be travelling back to Canada. Enough time?
