I'm sending off the i-130 for my husband tomorrow (woo!) and I'm not sure who to make the payment (money order)out to! I know I know...it's probably obviously USCIS but I just want to be sure. Thanks!

Your question indicates you have not yet carefully read the I-130 filing instructions. Stop everything and do that, so you avoid other mistakes. The instructions will tell you how to make out the check, where to mail the package and much more.
