Woman raped on suburb sidewalk in daylight, by 15 yr old

This story is disturbing on a bunch of levels.

-Teen rapes woman on the sidewalk on some think "maybe it's not rape" and drive on by. (i guess it's normal now

-some thought it was rape but no one stopped helped.

-Police when asked, what people should do in these situations.... cops first response is -don't get involved, just call it in.
