Hi can my wife enter the USA threw Minneapolis international airport? Not sure if that quafilies as a POE or not. But she would fly from Ho Chi Minh to Souel to Minneapolis if possible.

Any airport that receives an international flight is/has the facilities needed to process passengers through immigrations/customs (otherwise they could not land there). Minneapolis is a "hub" for Northwest/Delta and receives hundreds of international flights each month.

Congrats and yes, no problem to enter through Minniapolis!! Bundle up if your leaving soon, its been really cold everywhere!!!!!! Were heading home Saturday the Jan 16th!
