Collateral Damage and Terrorist Act??

Let say someone get a lead regarding a purported terrorist, with ID, Car and all the information, Secret agent found the target entering a CIVILIAN AREA a market, where family are going through their day to day live. An air strike is ordered to shoot a missile inside the market knowing fully well at least 10 civilian is going to Die, to make matter worse the person in question Escape and now you have 10 dead civilians.

Is that Collateral Damage or Terrorist?

I guess the only difference is in that a terrorist act most of the time doesn't have a specific target, so kind of hard to say someone or something was hit by mistake. The military supposedly is trying to hit a specific target, so I guess they can say someone or something got hit that wasn't what they were aimimg for, but you are still dead, so doesn't do you much good if the military says whoops.

WAR IS NO ONE WAY..ITS 2 WAY Traffice....Who Ever Is Causing Terror Hizubulla/Sirea/Iran Need to Know that Isreel is Atleast Not Targeting whole of the Nation,.where as Hizubulla can Shell Any Where Into Isreal coz of Only reason Its a Domacratic Country..I Dont Buy It
