You can check the guides up top to find out the process for applying.

The big question would be is he eligible for a visa since he is in removal proceedings. This would involve what he is being removed for and how long he was here illegally. Certainly a waiver will be required if he is eligible for a visa at all.

I would suggest consulting an attorney before spending the money on filing.

I am not able to understand the OPs question. I do not know what "witholding for removal" is. Could it be removal of conditions? We need a more clear explanation of what is happening and each person's status.

I found this about witholding for removal

What is withholding of removal?

Withholding of removal is a status which is similar to asylum, but not as secure. People who win withholding of removal have the right to remain in the U.S. and work legally. Unlike asylees, however, people with “withholding” do not have the right to apply for legal permanent residence. People who win “withholding” actually have a final order of removal (deportation) against them, so if they ever travel outside the U.S., they will not be permitted to return here.

If he has a final order of deportation which is what this sounds like im not sure if you can file for anything for them. maybe someone else knows tho.
