We're in the final stages of paperwork for bringing my mother in law over from the Philippines. She has heart medication that she needs. If she brings a prescription from her doctor in the Philippines, can it be filled at a US pharmacy, or are we going to have to find her a US doctor to write another prescription?

US pharmacists can fill only prescriptions written by licensed U.S. doctors. Many overseas drugs are not approved for use in the U.S. Anyone with a cardiac condition should get an American doctor right away anyway, and if she can provide her Phils medical records, all the better.
