Think my GF is happy she doesn't have to go to FED-EX for a while.....

NOA-1 is the Notice of application-1 which the USCIS mails to you after they have received your I-129F file and the relevant papers. Upon receiving NOA-1 you will be given a USCIS case #. After they approve your I-129F, you will be receiving NOA-2, that is Notice of Action-2. This notice will tell your that you case has been processed and approved and sent to NVC (if they are convinced with the evidence provided).

The term "Touched" means that your file has been reviewed by one of the adjudicators at USCIS or it may have been simple moved around. You can tell this by registering at the link I pasted. Once registered, you will know when the last action on your file was taken.
