Petition of a grandson to come to the US

As long as I know, she cannot petition an immigrant visa for her grandson directly.

She would need to petition for the grandson's parent(s) and him under the category of F3 (or F1 if the parent is unmarried).

Please correct me if I am wrong.

Unfortunately, a USC cannot petition for a grandchild directly. Petitioning for the parent (her child) of her grandson would give the grandson derivative beneficiary status. However, it takes 16-19 years for a USC to petition for a child in the Philippines. The grandson will probably age out (if he is more than a few years old now) and not be eligible for a visa if he reaches the age of 21. CSPA may provide relief for an aged out derivative beneficiary but there is no way to predict if if will help or not for many years. I am not trying to discourage your mom from trying to get her grandson over here. I am just pointing out that it would be very difficult.
