whats the deal on getting a DL in NJ?

Can't say for NJ specifically but many states either require the NO1 for the AOS, the EAD (actual card) or a PR/Green Card to issue a DL (most fall somewhere in the last two items listed).

she also got an EAD stamp and if the case is pending can she still

work legally after the 90 days?

No - it's only valid for 90-days and technically it is no longer valid for work at all - the I-9 (form used by employers to validate a person's lawful employment basis) no longer accepts this Temp.EAD stamp.

I've heard that NJ uses some type of point system in issuing DL's, and you can't get a DL unless you have your actual GC in hand.

Right on the first point, wrong on the second. The GC is not strictly necessary. Document requirements are detailed at the link above.

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.
