Touches may be bad

In my opinion, a touch is good no matter what.

There are two things that can happen:

[A] They are touching it because it's moving along fine and they are reviewing it.

They are touching it because it has problems and needs and RFE, which would come up sooner or later, so it's good to find out the information/problem now.

Touching means they are at least looking at it, and I think that's better than it just sitting somewhere and not being looked at.
