The rule is 3+3+3

Three years in the United States, three years as a permanent resident and three years married to the petitioner, you must meet all three qualifications. For most people that means three years from when you received your conditional green card.

Short visits outside the US do not count against you. If you did not need an AP to return (6 months or more) you are fine.

So you are saying that the 3yrs are counted from the day i got my permanent green card and not from the day i got my conditional green card. please correct me if i am wrong.

You're wrong. Consider yourself corrected.

After 3 years, minus 90 days, from the date on your conditional green card, you are eligible to apply for US citizenship.

3 years as a permanent resident - it doesn't matter if it's conditional or permanent. 3 years total with any green card.

This IS the correct answer. What Gary and Alla is saying is that you ALSO have to be married to the petitioner for 3 years. Sigh.

Thanks for carifying that.

So if i my conditional green card was issued on Sept 07 and I got my permanent green card in Oct 09 then the earliest i can apply for US citizenship is in July 2010 (3 yrs from sept 07 less 90 days).

correct?

It is not the date you actually received the card, but rather 3 years from the date printed as start of validity (most likely the date of approval of your I485) on the first card you got, conditional or not, provided that in these 3 years you are still married to the USC, and you comply with the residency requirements. 90 days before expiration of the 3 years, you can apply for citizenship.

There are jobs/travels outside US for which period can count as residency, even if you are not physically present in the US, but that's a separate issue altogether.
