This varies by consulate, some issue same day, others issue by mail and takes a few days to a week or so after interview, others go int Administrative Processing after interview which can stretch into months.

Our lease is up at the end of April on our house, and our appointment at the embassy is May 1. We are going to be kind of in limbo until we get the visa, so we are trying to get our ducks in a row ahead of time. We have our application ready, all the documents listed in packet 3, and the medical scheduled for the day before our appointment. I am wondering if we can submit our DS-230 at the time of our appointment to file the I-130 to speed up the process. What do you think?

Depends on consulate.

Most consulates have 2 units that handle DCF, first the USCIS unit handles the I-130, and when they approve it the then hand it off to the IV unit who then issues Packet 3 and only then handles the DS-230.

Thanks. My email appointment to file the 130 came from the IV division.

If there hadn't been a mistake in my police cert, I could have gotten my visa same day. Best to ring your embassy and check what their policies are, but keep in mind that a little mistake, or forgetting to bring something, or them wanting to double check something can delay everything!
