The US citizen does not. The foreign fiance(e) does "if it is available" For GB it is available.

I don`t think you need something like that. The foreign fiancee/fiance will only need a police certificate if she lived in another country at the age of 16 and above. But that will be before the embassy interview, not when you are sending the I-129F package. :)

AOS Process

2010-12-30------------Sent I-485, I-765, & I-131

2011-01-10------------Received NOA1 for AOS, EAD, & AP

2011-02-07------------Case transferred to CSC

And to clarify, it is needed for the consulate interview, NOT for the initial I-129f filing. Unless done up by an east end cockney, the muddled "English" they use will be sufficient without a translation. :)

So let me get this right, my fiance (who is american) he is in the american armed forces and he has moved around the world but he does not need to get any police certificates, i however need one from England and i used to live in the Cayman Islands so there too. Do you know what it needs to say or what they need to do with it? Thanks so much for your help

That's right. You'll be the one needing a police certificate. Try to go to the website of the US embassy in your country, and check it there. That's what I did. They have it under the immigrant visa application requirement.
